Your earlier post, re: Hunan Kaitian, this is an extension of the initial work that Fluence have been doing with Hunan Kaitian and Yiyang City Government (Xielingang plant). All prior announcements related to Hunan Province/Yiyang have been with Hunan Kaitian as the partner.
