Relax1 hit the nail on the head with the above post. China works on a feedback loop and things move because competition is intense amongst the bureaucrats. I cannot emphasize how many reputations and careers are on the line if this tripartite co-operation between Kaitian, state officials and FLC flop. Positive feedback loops really enhance the career paths of the bureacrats and they have to make sure this arrangement works. It also entrenches FLC into the relationship between state and SOE. No one can displace FLC unless the product fails or the price is more expensive than the competitive technology or competitors.
