Part of the fleet expansion could be for parts. At present supply chain is a real issue especially for the GE CF34-10E engines. Add to this undercarriage and avionics is makes some sense considering the hours that the current EMB190 fleet is predicted to fly.
They are probably repeating a similar methodology as they appear to have done with the Fokkers. Going through old press releases shows they have purchased many F100 airframes and large parts inventories to keep the fleet going and to supply other operators.
