yeah - they have tested 130 samples for embrittlement - but 140 out of the 270 were not tested? Why are there different numbers of tests completed in each category. Surely you compendial test the whole lot for chemistry at least. If one feels brittle you might choose not to send it for testing? The report is possibly full of cherrypicking errors. We can't know. Out of 270 homes we have a variety of different numbers of tests.
Also these pipes went from Queensland through the desert to Perth (in trucks?). What time of year were they transported? What are the drivers saying? What are the wholesalers and retailers saying about storage etc? There appears to be no witness statements relevant to this issue in this report.
