I think that you may be missing the point here. It's not that the houses are double brick but that the pipes are not installed to code. I've seen similar issues with other tradies which are under time pressure. They get their apprentice to do a job unsupervised and then don't check the work. Things work for a while but then issues start to occur. i think it was mentioned that in other states there are mandatory inspections and sign offs before a plumbing installation is passed. Sounds like this is not a requirement in Perth.
