Interesting though Cassidav, I believe any Port in northwest WA will have to be run/ overseen by the Pilbara Port Authority (PPA) which is basically extension of the WA Gov. If it is going to be multi user/ multi commodity, then PPA will be largely calling all the shots the way I see it....
Any port developed at Balla Balla will effectively be WA Gov infrastructure, not Todd Corp Infrastructure to run as they please. The only way I can see a Port being established at Balla Balla is with significant WA Gov investment/ NAIF investment or another established major player getting involved. The likes of MRL, Hancock are looking to expand at Port Hedland, Sino expanding at Cape Preston East....
Todd are not going to fund this themselves in any meaningful contribution given their plans to date have amounted to a zero ROI.
They will be angling no doubt to get another party to pick up the cost.
