I think a lot did not trust management after a similar deal was announced for South Africa and it fell through, add in the delays and to be honest i don't blame them i was becoming a little skeptical myself and i have a big holding.
This gives reassurance that management can be trusted which is a massive tick for share holders.
It may have been priced in a little but any big deal like this which is subject to different parties and ability to fall through can never be totally priced in as you have to factor the risk as well. imo
