@ywtoh, the contract concerning Ningyuan County may have first been publicised just under a year ago (April 2020):
A similar contract was announced in December 2020, again involving Kaitian and Changjiang Environmental Protection Group/Yangtze River Environmental Protection Group (the same partners that were highlighted in yesterday's announcement):
The contract is in Hubei Province and is worth approximately US$145m (Decentralised portion running at 18 000m3/d).
