    Brilliant research as always, Relax1. I remember when we got the Addis Ababa condo contract via TTV, Richard Irving mentioned that Ethiopia has almost no in-ground water infrastructure. Trying to lay a pipe network under a city like AA is virtually impossible now. Logistics and costs make it so. Small footprint on-site treatment is by far their best bet if it is cost-effective. Your research on Manilla would suggest the same thing is true there, albeit due to the problems associated with maintaining a pipe network, rather than building one.

    So, does this issue stop at the borders of developing countries? I don't think so. It's likely every bit as logistically difficult, costly, and interruptive to dig up New York or Paris to repair crumbling infrastructure. At what point does it become more cost-effective to pop a shipping container into a basement of every new building, or every city block, instead of digging up the roads every now and again, into infinity.
