Yep, you'd expect them not to have financial worries either, certainly.
In some cases I'd expect the more impoverished African nations to attract humanitarian funding, (as in World Bank etc), for smaller projects at least.
With regard to S. Africa specifically, (and its inherent political risk), that highlights the beauty of partnering with MEB, who are domiciled there - familiar with the politics, and familiar to the politicians.
