The waste water treatment sector is really nascent in Cambodia. Reproducing some parts of the report:

The country has no sewerage master plan and no comprehensivewastewater strategy in place. Therefore, in the absence of reliablefigures, it can be assumed that the percentage of wastewaterthat gets treated is very low. Wastewater from households andbusinesses often ends up flowing into rivers. (Page 3).

As is often the case, Special Economic Zones (SEZs) representpromising exceptions, because it is compulsory for SEZs to havewastewater treatment facilities. (Page 4)

Potential is huge for Cambodia especially when Cambodia is modelling their development plans after China. China's model started with developing the coastal cities and started to build SEZ inland. I am familiar because China got a lot of help from Singapore's urban planning consultancy. A perfect example is Suzhou Industrial Park. https://en.wikipedia.org/wiki/Suzhou_Industrial_Park.

Cambodia's pathway will be similar to China. China needs Cambodia to build up its infrastructure because it needs a lower cost base. SEZ's allow to design-in waste new water treatment systems, incorporating new technologies like MABR, without contending with legacy issues. FLC needs the 2 new systems in Sihanoukville to work well because they are test beds for the rest of the country.
