I did a bit of reading on SEZs in Cambodia a few weeks ago due trying to clarify some statements made about Cambodian WWTPs made by Richard. The only issue relying on SEZs for MABR is that the various international governments that fund their specific SEZs (at the smaller industrial park level SEZs) may have input into the type of treatment that gets used. These are also mainly for industrial/commercial wastewater uses so MABR may not be the best type of treatment solution. I have some doubts as to whether MABR will be implemented in these situations if there is not direct Chinese influence on the project from Fluence partners.

With the article you have linked, the water treatment they are actually discussing is completely different. This is more micro scale 10m3/d type plants for restaurants and hotels through AnnAik.

I think some Singaporean businesses are looking at heavy investment into the new Ream City, which is to the east of the proposed PS3 plant. This will be a whole new city, so may bode well if the province already has an existing sewage masterplan that is primarily made up of MABR based WWTPs. Ream City probably would require a minimum of 30,000 m3/d sewage treatment (just a guess). Chinese developers are already snapping up the beachfront.

I did watch the Jan SWA presentation, the asian presentations actually are slightly different to the presentations for Western audiences, so you do pick up some interesting new info.
