Hi EB, putting my supply chain hat on, I think FLC must have hit a bottleneck in fulfilling the iTest demand. They must have realised in fulfilling the 50 odd locations, they have encountered a lot of efficiencies within the supply chain: assembly, loading and unloading, parking of the completed packages, waiting for the completion of soil works at the end destination etc etc.

So before they take on demand from Henan and Shanxi, they better set provincial assembly hubs in place so that co-ordination is within the SOE themselves at the provincial and not at the FLC-SOE, inter-provincial levels where there are grounds for miscommunication and misunderstanding, leading to inefficiencies.

So until this is sorted out, Adam has insisted that caution takes place. Better promise less than have to explain deflated expectations in the future.

All this is IMO, of course.
