No, you didn't miss anything EB, that was an assumption of mine - but it's the one that makes the most sense to me. If you were a partner in e.g. Hubei - the only part you really need to transport from Changzhou is the MABR module. Why also transport non-proprietary components such as pumps, screens, clarifiers etc when you can procure these yourself in your province, and assemble everything in your provincial hub? This was Emefcy's original expectation of demand from the likes of CGGC.
In terms of freight savings for FLC, I guess this means that you only need to transport modules, rather than a full packaged Aspiral plant. It also means that your transport links are limited to where the Assembly hub is, e.g. Wuhan - rather than hauling it to site (which could be off the beaten track somewhere).
This is not necessarily a bad thing. I think the margin on modules is close to 50% whereas with all the non-proprietary components of Aspiral is was closer to 30%. The cheaper it becomes for partners, the more likely multi-year deals are imo. It's bullish that scale efficiencies like this are being brought into being. The intentions are clear.
Like I said though, this is just my assumption. Perhaps i'm incorrect.
