I think Henry would have mentioned it if they had already commenced construction and I doubt very much that they would before finance was guaranteed. Hopefully there will be an upfront payment prior to commencement with progress payments after that. As morganp alluded, outgoing payments will be substantial once the project gets underway but no doubt Francesco has it all sorted out.
