This article talks about city infrastructure, basically expanding the potable water pipes and delivery system around the city of Abidjan.
This is going to be done regardless of if Fluence build their plant, as there are other planned water treatment plants that will be approved and built in the upcoming years to increase the amount of water supply to the region.

Fluence have not yet reached financial close, which means there are no Israeli funds available for them to build the plant, which means that no direct construction or site preparation would be starting on their project. Fluence are not keeping secrets from us, CHEC's work has no direct impact on the project.
