Someone should post your comments to Henry and register it with the IC government to expedite the project and remove all impediments. The lack of water is an existential threat to the people of IC. Same with San Quentin.

Having said the above, I am sure Henry must share our frustrations. The nature of infrastructure projects is always ridden with the us-versus-them visceral conflict inherent in a democracy among political parties. Not necessarily a bad thing because some accountability provided by political competition is necessary.

Post covid-19, I really wonder whether urgency levels among the bureaucracy and the old boy network (esp in the US) will improve for the sake of what's best for the environment and the people. But I am not optimistic, not when the Nov elections loom (in the case of the US).

Maybe IC will do better and set aside politics for the sake of the welfare of the people they serve.
