I am revisiting the first tender that we were able to view, courtesy of @chord.
You can use it as a general guide when placing today's announcement into context.

Out of 56 sites, it showed a much higher need for small sites:
41 x toll stations/maintenance & construction centres - now up to 75 m3/d each (41 x S1).

I have designated a parking area as requiring less treatment capacity than a service area, due to the difference in wastewater types due to the higher organic loads in service areas due to food prep wastewater.

3 x parking areas - 200 m3/d (3 x L4 low organic loading?)
1 x small service area - 200 m3/d (2 x L4 higher loading?)
11 x medium service area 400 m3/d (44 x L4 higher loading?)

So approximately 41 x S1 and 49 x L4 in this tender.
