Very interesting point as mentioned in the AGM chat is that this is the all of province or city government idea they were talking of.
That is get the provincial authorities or city government on side, have them approve the technology and then they stipulate to local authorities within the province or city that MABR is a must have technology to be specified in any tenders.

In many ways it is good that they do not quote revenue figures, size of plants, and number of L4 units per plant. Gives the opposition much less info to go on.
