Research from Cambodian sources turned out to be pretty accurate.
I'd take the Fluence timeline with a grain of salt, I think the plant is due for completion 1H, 2023, although Fluence may be shipping the modules 1H, 2022. Fluence timelines are always a bit off, not necessarily their fault, for example, the initial 2 Jamaican SUBRE orders that were talked about with the release of SUBRE greenfield in March 2019 have still not been finished (due to NHT delays).

The reason X-Water is tagged in the announcement as the exclusive partner is because of the Sihanoukville Vision 2038 Masterplan. Every building and housing estate is going to have to be connected to a sewage treatment plant, all the major land developers have already been told to incorporate MABR plants into their future designs. Note that Aspiral is mentioned as well, so we could be seeing some bulk orders across Cambodia to cover some gaps in coverage (About 80% of the 16.72 million population is not connected to sewage treatment). There should be a lot more to come from this region of the world.

@ywtoh the Chinese trade show season is pretty much finished now. Some Chinese outlets actually picked up the PS3 news just after the opening ceremony back in Sept. This announcement will be leveraged in the USA at WEFTEC, but yes, that was a strange way to slip in the North American business model for wastewater and reuse.

@jamesc666 Fluence will be at the Innovation Pavilion booth 4817. Gilad Yogev will be doing a presentation on the Tuesday 12pm - MABR Packaged Solutions for Decentralized Wastewater Treatment. Ronen Barkan will also be at the booth. They will also be talking to people about the new SUBRE Nitro release.
