    The last mile could always post some issues for a total zero discharge of wastewater.

    Perhaps educating the population not to dispose what is not meant to throw into the systems? Or check if the connections are working, or investigating the cause of the choke…

    Maybe this will also call for more small and decentralized plants near the beaches to address the problem.
