My thoughts, given the vast sums already spent by Sihanoukville authorities to build PS1,2,3; there would be a time needed to digest data and build familiarity in the operations of the 3 plants. Hopefully now that a new central government has been decided, new budgets will be in allocated to meet future needed:

“He said the provincial administration needs to expand the network that manages wastewater from homes. The administration has allocated funds from the 2024 budget, and will soon draw up a roadmap of the path towards the new system.”

Wonder if that would mean more Aspirals for decentralized treatment?
