In my opinion, Class IV is only applicable in certain situations. I believe this to be connected to the protection of drinking water sources, where the discharge of sewage is into the watershed area of the source where drinking water is drawn from. They are trying to create first and second grade "buffer zones" around where drinking water is drawn from.
I have seen increasing amounts of discussion about "protection of drinking water sources" in multiple provinces, this is potentially one outcome of this, and provides a new business opportunity for Fluence not previously discussed.
Other sewage plants in areas not subject to drinking water source protection will be able to remain at Class 1A or lower depending on discharge location.
