    this may be of interest (if your extensive research has not already found it).
    It is a survey of municipal WWTPs in China, includes a mention of tightening standards. Appears quite dated, about 2014 -:

    "Some sewage treatment plants in Beijing are proposed to reach the IV standard of surface water. However, N 2/3 of the existing WWTPs fall short of this requirement, which means that these treatment facilities have to be upgraded and investment in them increased.
