    The Chinese release of the announcement indeed had no mention of Huoqiu County in Anhui. It was indeed a Freudian slip by whoever wrote the English version of the release (for which I am thankful for, as it has allowed me to identify the Kaitian PPP contract in Huoqiu). I have found in the past that the Chinese language releases have been more accurate from a details perspective.
