Aerospace Kaitian Environmental Protection wins bid for PPP project of rural domestic sewage treatment in Huoqiu County, Anhui Province

On January 4, 2019, we learned from the website of the National Public Resource Trading Platform (Liu'an City, Anhui Province) that the successful bidding results of the PPP project on rural domestic sewage treatment in Huoqiu County, Lu'an City, Anhui Province were announced. Aerospace Kaitian Environmental Technology Co., Ltd. The consortium of the company (leader) and Yikang Technology Co., Ltd. won the bid.

The total investment of this project (reported investment estimate + construction period interest) is 727.7774 million yuan, of which the approved investment estimate is 678,794,100 yuan [including engineering costs of 497,856,600 yuan, other construction costs of 1,49,965,600 yuan, and basic reserve costs of 39,132,200 yuan, The initial working capital is 967,600 yuan]; the interest during the construction period is 32,836,400 yuan.

The rural domestic sewage treatment PPP project in Huoqiu County, Lu'an City, Anhui Province adopts the DBFOT (design-build-finance-operate-transfer) operation model. The project cooperation period is 22 years, of which the construction period is 2 years and the operation period is 20 years.

The implementation scope of this project covers 25 townships including Wulong Town.
The construction content is:

(1) 26 new sewage treatment plants, with a planned total sewage treatment design scale of about 17,400 m3 / d in the near future (until 2020) [about 35,800 m3 / d in the long term (until 2030), this implementation only considers the recent ];

(2) Newly constructed supporting sewage collection pipe network of 728.26km (including DN200 household branch pipe of 389.30km, DN400 pipe network of 233.57km, and DN500 pipe network of 105.39km);

(3) 5 new sewage lifting pump stations, and 1 new one in Shidian Town, Gaotang Town, Panji Town, Xindian Town, and Sanliu Township.

The main outputs of this project include:

(1) A total of 26 sewage treatment plants in 25 towns; (2) A sewage collection pipe network supporting 25 towns; (3) A total of 5 sewage pumping stations in 5 towns; (4) 26 new sewage treatment plants Operation and maintenance services; (5) Disposal of excess sludge from sewage treatment plants. The project construction must meet the "Code for Acceptance of Quality of Urban Sewage Treatment Plants" (GB50334-2017), "Uniform Standard for Acceptance of Quality of Construction Works" (GB50300-2013), "Code for Construction and Acceptance of Water Supply and Drainage Works", "Water Supply and Drainage Pipelines "Engineering Construction and Acceptance Specifications" (GB50268-2008) and "Technical Regulations for Maintenance of Urban Drainage Channels and Pumping Stations", etc., meet the design documents and relevant specifications; the effluent quality of sewage treatment must meet the "pollutant discharge of urban sewage treatment plants" Standard (GB18918-2002) Grade A standard; sludge disposal must meet the "Pollution Discharge Standards for Urban Sewage Treatment Plants" (GB18918-2002), "Standards for Pollution Control of Domestic Waste Landfill Sites" (GB16889-2008), " Technical specifications for sanitary landfill treatment of domestic waste (GB50869-2013), "Sludge for mixed landfill of sludge disposal in urban sewage treatment plants" (GB / T 23485) and other relevant specifications and standards, in order to achieve the remaining sewage Stabilization, reduction and harmlessness of mud.
