Yeah big part of this is it makes the entitlement offer look a lot more attractive. And funding questions are a big factor that have been keeping the price down IMHO.
Successful rights issue, enough money in the bank for a CR not to be on the cards, some more certainty over agreements with the government - and offtake agreements and / or funding partnerships as icing on the cake would go a long way.
