I think the problem the market has with the announcement is what level of involvement will FMS have in the funding of the rail, the CAPEX included a rail line adjoining RIOs rail line, does this mean that FMS are signing things with QR to use their rail, which they would need to build, would FMS fund this in any way (not wholly) or have FMS signed something with a engineering company who builds rail and ports, are FMS going to build their own rail line adding to CAPEX significantly.
Thats the reason the share price hasn't rocketed on this non-announcement.
