Cralo............just to let you know & confirm, the price of Electricity per unit in Middle East is 10c compared to 30c in the Kimberlies.
Sulfur [ by product from Oil ] is less than 1/2 that of Oz.
Grindings in the ME are 1/3 the cost of Oz.
Makes the case for HPA refining over there very sensible along with Tax breaks etc.
