if you look at page 8 section 1.2, there is nothing there that says FIRB approval is required. In fact it says no other regulatory approvals are required.
section 5.5 acknowledges that the Commonwealth Treasurer has the discretion to make orders to prohibit the subscription in the event that the treasurer was to review SG s subscription.
FIRB has a pro rota rights issue exemption for existing foreign shareholders.
