Those morning star quantitative assessments are all automated, based on share trading volume, liquidity etc, as far as i know. Theres no actual person behind the scene making a judgement.
In my mind, it's all BS.
It was saying 10c only 2 months ago. The only thing that has changed in the activity in the stock, which is probably influencing that estimation.
