One can only assume that the reason the EPA haven't ticked it off is due to issues surrounding the work done by Matrix and not complying with all conditions of the contract.
One can also then assume that these can now be resolved and the EPA can finally tick it off and production can start.
Question is how much were the extra costs, how much cash it left and where are they are with the sourcing more cash.
How the chairman and fellow directors are still there is beyond me.
