It seems that they could have easily extended the shelf registration if they had wanted to.
" Under the current rules, new shelf registration statements must be filed every three years, with unsold securities and fees paid under an “expiring” registration statement rolled over to the new registration statement where it relates to:
offerings by WKSIs on an automatic shelf registration; or
offerings described in Rule 415(a)(1)(vii), (ix) or (x).
It seems that they could have easily extended the shelf...
