It's hard to say Delta. Looks like QBL reluctantly agreed to 50K t and the EPA were waiting for more exact operating plans to amend the existing environmental authority - which as I know it, is good for both an EP (exploration) and MDL. A lot could depend on the actual assessing officer on how much environmental assessment will be required.
In summary, IMO this news says. We don't yet have an MDL. The extraction criteria in the application is now limited to 50K t and the approval is pending assessment of environmental criteria, a work plan and a rehab bond.
