Don't underestimate the power of the individual lobbyist. I have been on the receiving end of petitions and I remember reading them all very carefully. Politicians hate bad new (and crave good news!!) so they are more sensitive than you may think to well reasoned polite petitions. The abusive ones get binned!!
As for a uranium enrichment/processing plant in SA. I think the political objections are about to disappear. Climate Change is now front page news and nuclear energy is about to undergo a major rehabilitation in public opinion. It would make sense to SA to add value by processing and shipping out the refined product. Two billion is not a lot of money in the scheme of things and I am sure an excellent business case could be made for private investors to fund it. As I mentioned above, political objections are about to melt away.
