    Theeory,

    Let me explain the situation.
When APC applied for a mining lease over the entire project area in 2017 there were no registered NT holders. As such, no TO's had rights to negotiate a comprehensive mining agreement with APC.
Had the Waturta held a registered claim in 2017, APC would have negotiated a deal with the Waturta via their representatives.
Fast forward 2020 and the Waturta hold NT over Lake Wells and no doubt they see no potential financial benefit from the project. Furthermore as per the ABC article and the EPA report, they are concerned about cultural sites being disturbed.
Shackleton states there are no sites, the registered claimants appear to disagree.
Add in the admission by APC about the need to negotiate a social licence to operate, it is clear that there are issues to be resolved.
Clearly my thoughts have upset the likes of Fib19 (that is no surprise). Andrewf69 appears to understand what is going on.
My guess is that Shacks will quietly negotiate a deal and most of the APC holders on HC will be fail to notice the small print in future presentations that says NT Royalties. Furthermore they will be really pi$$ed if/when I or someone else points it out.
    Cheers
