By strategy, do you mean SO4’s ‘build it and they will come’ approach where they’ve already bedded down a tonne of site works and basic infrastructure without having pending EPA approvals finalized? I thought moving ahead with that outlay was playing Russian roulette with shareholder funds but makes more sense if they’ve taken advantage of existing, but unrelated to the current project, licences
