    u seem to be easily confused my friend.
    Deal may have been signed on the dotted line a few weeks ago. Obviously the service is rolled out after the ceremonial signing and the official launch for users is shortly after that date. In this case on the 28th Oct 19 it was made available to users in Mexico and Brazil. Does that clarify things for you.
