I think they must have had their eyes shut when they looked at the big picture they have enough experience to know how much finance they need and could have raised money when the SP was at .28 cent it seems just a setup and no need for a 15 cent raising I know it is more expensive to raise from SH. 25 cent from SH would have raised more fund than they have now.
You can bet your life the small SH will not get any cheap shares.
