They haven't actually expanded into the new regions merely hired consultants in the regions to get the ball rolling on trying to sign local carriers (hence the fairly muted SP reaction).
Actually securing telco's has in the past proven a fairly lengthy process i'm sure they'll have enough time to get the UI updates out.
