I agree.
This looks like a desperate grasp at another short straw.
The only ways to monetise it are selling advertising and user data as far as I can tell.
I can’t see a major retailer assigning any value to user data until they have enough users spending enough time using the app to make the insight at least as statistically significant as that which they already buy off others.
My “gut feeling” is that retail shareholders will pay the salaries and “bonuses”, taxpayers will offset the “R&D” costs until it’s back to 0.001.
