You're absolutely right - all those hanging out for cheap shares might be left in the cold (and subsequently miss out big time), and as a result my 6 month price target would jump dramatically to 26 cents (from 18).
As I mentioned, their language in this very note makes it sound like some or none of the shares will be issued (both RCPS and Notes for SE).
As for the presentation, they had to do this - as "at the time" this was the info required to be given. Also notice how it was extremely vague (didn't detail if this was actually going to happen) just was an overview table. It was like when they issued a press release confirming they couldn't deny they were looking into buying solid energy - they couldn't say "yes we are" because it wasn't quite confirmed, but they also couldn't say "no we're not" because that would be lying!
