Mention is made that BARDA is still under discussion. That is a good indicator as to likely outcomes. BARDA has a $415M/US annual budget and I am guessing the 2013 allocation has been made. Most contracts are let in the spring(northern hemisphere) so that fits with 1st qtr 2014 as mentioned in annual report.
