    The US financial year starts on the 1st October ends 30th September. The fact that CZD nominated a time (1st Qtr 2014)for outcome suggests that that time frame has been indicated bearing in mind that fresh funds would be available from the 1st October 2013 and the application has been with BARDA since February 2013.
