Sometimes people buy a public company via the back door, rather than setting up a new one which is much more expensive.
This may well be the motive of the new 19% guy. We might expect a takeover offer for 0.1 CPS in due course, which will probably succeed. Certainly for 0.2 CPS.
IMO, buying now at 0.1 may well be a good investment.
