I noticed in the announcement it mentioned the supply of battery feedstock to Rosatom which wasn't in the MOU. Have done some quick googling and have found a recent article that may point to Rosatom producing their own Li-Ion batteries in the future.
They seem to be trying lock in supply of lithium carbonate right now and were previously interested in buying the only lithium ion battery plant in Russia.
