It says it's only for institutional investors, not for individual shareholders. This is presumably to accelerate the process, hence one-day only. If it were for individual shareholders they'd need to allow a week or more notice I think, not just one day. They possibly already have people in mind who have made offers, via the broker they've mentioned. Institutional investors refers to a company or institution buying for purposes of large investments either for the company or for an investment fund.
