I believe the Blueline JV or something similar for heavy rare earths will be funded by JARE/JOMEG either by long term financing or JARE taking a stake.
Back earlier this year around February there was an article where they actually expressed an interest.
Recently in an update Amanda talked about recent talks with JOMEG and especially where "Heavy Rare Earths" were concerned.
So I believe JARE will be involved with Lynas on the "Heavies" front
