I think a closure of TCF (or merger with unlisted fund) is possibility in next 18 months.
TGP have large co-investment, and but more importantly for their reputation they need to show that they will do the right things by investors.
I suspect the reason that they didn't (last year) was because they had a large drop in FUM at the time (closed private equity business, exit of GDC etc). So to close TCF would have looked like 'closing down'.
They had to hold on to something! Just speculation on my behalf....
