They believe that a short term spike in the price will allow them to sneak in a be funded. They are naive. Final funding of this project based on inflation induced costs of equipment, labour and shipping vs. the lack of appreciation of their minerals means this is dead in the water. Especially for a mine that is only scheduled to bring in pay dirt for 8 years.
